Writing about the IRS two weeks in a row is a bit unusual for me đ Alas, I read IRS Notice CP321J and felt it was important to pass it along to you.
The IRS is letting you know you may qualify for the new Saver’s Match starting in 2027. No response is needed from you!
Look for this notice if you claimed the Saverâs Credit on your 2025 return, or if you were eligible to claim it. This notice is essentially an early heads-up about the Saverâs Match, which replaces the existing Saverâs Credit for qualifying retirement contributions starting in 2027. Instead of merely reducing a taxpayerâs tax bill, the new program can put federal matching money directly into an eligible retirement account.

What This Notice Means
This is an informational notice. It tells you that you may be eligible for the Saver’s Match, a new federal government matching contribution of up to 50% of what you put into your retirement account for each tax year.
The IRS sent the CP321J to people who claimed the Saver’s Credit on their 2025 return, or whose 2025 income was in the range where the Saver’s Match applies.
Starting in 2027, the Saver’s Match replaces the Saver’s Credit for contributions to retirement plans or IRAs. Instead of a credit on your tax return, you could get up to $1,000 each year added directly to your retirement account.
Who May Qualify
You may qualify if you:
- Have earned income within certain limits.
- Contribute to a retirement plan or IRA for the tax year.
- Are not claimed as a dependent on someone else’s return.
- Are at least 18 by the end of the tax year.
- Meet the other Saver’s Match eligibility requirements.
Is This a Bill?
No. The CP321J doesn’t propose any change to your return and doesn’t ask for money. If you received a different notice at the same time that does ask for payment or information, handle that one by its own due date. Keep this notice with your tax records.
Qualified savers can receive a 50% match on up to $2,000 of contributions, producing a maximum $1,000 annual match per person, according to Kiplinger. A married couple could potentially receive up to $2,000 if both spouses make qualifying contributions and meet the requirements.
That makes this seemingly routine IRS letter worth reading rather than automatically filing it with ordinary tax paperwork. The IRS has loaded this information onto their website: https://www.irs.gov/individuals/understanding-your-cp321j-notice
Possible Limitation
The limitation behind the headline is that receiving an IRS retirement notice does not guarantee a $1,000 match. For 2027, single taxpayers with modified adjusted gross income of $20,500 or less can qualify for the full 50% rate, while the benefit phases out before reaching $35,500. For married couples filing jointly, the full-match threshold is $41,000, with eligibility phasing out before $71,000, while heads of household have corresponding thresholds of $30,750 and $53,250.
These rules differ from the current Saverâs Credit; for comparison, Charles Schwab reports that the 2026 credit can remain available at some level up to $40,250 for single filers and $80,500 for married couples filing jointly. Workers near the new thresholds should therefore check their actual modified adjusted gross income instead of assuming the letter guarantees eligibility.
Savers must make qualifying contributions during 2027 and then claim the Saverâs Match when filing their 2027 federal return in 2028, so the letter itself does not enroll anyone. Another complication is that retirement plans and IRA providers are not necessarily required to accept Saverâs Match deposits, meaning some taxpayers may need an eligible IRA capable of receiving the money.
If a calculated match is less than $100, taxpayers may instead have the option to receive it as a refundable tax credit, according to Investopediaâs reporting on the new program. Before changing accounts, however, compare investment fees, fund choices, minimums and transfer costs rather than moving retirement savings solely because of a government match.
What To Do If You Receive This Notice
- Keep the notice with your tax information for filing next year.
- Use the time before 2027 begins to research if this Savers Match might apply to you
- If you already contribute to a 401(k), 403(b), governmental 457(b) plan, or IRA, ask your plan administrator whether the account is expected to accept Saverâs Match contributions
- IRAâs remain a private retirement account rather than a new government-owned investment account
- Do not confuse receiving the notice with automatically qualifying for free money, because income, contributions, and other eligibility requirements still matter.
